Here's something strange that I tried: I renamed my P3D folder as you suggested, "P3D3", and emptied my Modules folder. Often it's pointed out on the forums that the file can be hidden, but I've followed every instruction to be sure that it isn't hidden. ini file anywhere present in this folder, nor anywhere else. However, FSUIPC doesn't appear under the addons tab within the simulator, though all of my other addons (GSX, the like) do appear.
I've run the installer exe and was given the chance to enter the registration - all seemed fine and jazzy. I recently performed a clean install of P3Dv3.4.2 and most of my addons, and in order for my ACARS application for my virtual airline to operate, I need FSUIPC.
